There should also be a meeting up a lab with the criminal mastermind (the chief villain) and the Simon Phoenix clone. There are talks of believing in those years that the Simon Phoenix gang was killed and to be found out still alive long after the killing of Simon Phoenix.
A later on battle is when there are 5 men fighting John Spartan's allies while John Spartan fights the CryoCon played by Jesse Ventura. Edgar Friendly reprograms the AI unit in the fight for freedom in that lab of the place. Just as John Spartan incapacitates CryoCon Adam Lenina Huxley, Alfredo Garcia and Edgar Friendly manage to incapacitate other CryoCons. At this lab John Spartan fights CryoCon Adam physically slugging it out. John Spartan defeating the killer of Raymond Cocteau back in 2032 shoves his knee into Adam after they throw punches at each other (That should be Sylvester Stallone fight Jesse “The Body” Ventura). It's the science center on a floor to when John Spartan and allies battle the Simon Phoenix clone and the remaining Cryocons to when Alfredo Garcia is killed in battle. If Bill Cobbs dies Grand L. Bush could take his place and wear old age stuff to retcon the cut-out scene of Simon Phoenix killing Zachary Lamb. This A I unit reprogrammed by Edgar Friendly gives the San Angeles Science Center for the remaining Cryocons and the Simon Phoenix clone with this criminal mastermind. Edgar Friendly could talk of recruit Alfredo Garcia to when they killed a few of the CryoCons in the underground battle emerging on the surface back in 2032.
Maybe to retcon a cut out scene retired cop Bill Cobbs at some point has a gun battle with the Simon Phoenix clone and is killed by him. As the Simon Phoenix clone is blown up on the rest of the CryoCons John Spartan and company go after the criminal mastermind and the freedom fighting allies go on search of the gang. There should be the clone Simon Phoenix kill Zachary Lamb and Alfredo Garcia. John Spartan fights the mastermind on the rooftop. The fire suppression system puts out the explosion that eliminated the Simon Phoenix clone. That's when John Spartan throws this villain off of the rooftop. The SA PD officers arrive later on and arrest the new criminals of San Angeles. There is when there's the bitter sweet ending. There should be some henchmen shot down too. There is in the background ending police cars. John Spartan’s daughter should show up in the end.
The writers of the movie should come up with the bigger bad like the name of the criminal mastermind who uses the Simon Phoenix clone as a pawn for a criminal army started by Simon Phoenix before he was killed.
